Purchasing Manager

Representative Responsibilities:
 • Ensures adequate and appropriate procurement strategies are being employed which maximize inventory utility while minimizing corporate exposure to risks (stockouts, obsolescence, etc.)
 • Analyzes market and delivery conditions to determine present and future material availability
 • Develops and implements vendor managed inventory systems, where appropriate, and ensures effective audit processes for these systems are in place.
 • Reviews contracts, bids, proposals, and vendor agreements for correctness, price, and acceptability of items to specifications. 
 • Ensures purchasing contracts are properly structured , and reviewed in accordance with company policy
 • Supplements advanced negotiation processes ,where appropriate
 • Develops and implements effective purchasing policies and procedures
 • Develops or maintains a system to evaluate vendor quotations that utilizes negotiation and purchasing techniques to ensure the optimal mix of quality, price, delivery and service
 • Designs, implements, manages and monitors procurement reporting systems to meet company and ISO requirements
 • Monitors and benchmarks purchase costs in relation to standard costs, industry costs, etc
 • Ensures ethical purchasing practices are employed throughout the company
 • Ensures a high quality vendor base
 • Recruits and maintains suppliers that provide high quality products and services at a better price
 • Effectively works with the Research and Development group to extend their resources through effective use of supplier resources 
 • Maintains and improves vendor relations
 • Assists in the disposition processes for surplus materials
 • Assists the Materials Manager in the establishment of policies and procedures relating to production and inventory control, and in monitoring adherence
 • Other duties as assigned.
 • Special projects and requests are completed in a timely and positive fashion.

Supervisory Responsibilities:
 • Coordinates and collaborates with other departments of the company in establishing and carrying out responsibilities
 • Develop and maintain positive communication between department and other departments.
 • Performs the hiring, orientation, training, performance management, career development, and overall employee development of department personnel.  
 • Formulates, implements & reviews ISO procedures related to the department
 • Instructs employees about procedures and work instructions
 • Informs employees as to company/departmental plans and progress
 • Maintains reporting on all department activities 
 • Continue to monitor efficiency in the department and make improvements where appropriate

Minimum Qualifications:
 • Bachelor’s degree in Business or related field or equivalent experience in increasingly responsible positions in purchasing roles
 • Demonstrated experience in purchasing roles
 • 3-5 years previous supervisory experience 
 • APICS/CPIM certification preferred
 • Familiarity with employment law
 • Excellent communication and organizational skills
 • Knowledge of company policies

 • Excellent customer service skills
 • Computer skills
 • Knowledge of shipping methods
 • Has consistently demonstrated the ability to perform the duties of a Buyer
 • Superior negotiating skills.
 • Knowledge of basic production and inventory control theories and practices
 • Familiar with general accounting practices
 • Thoroughly knowledgeable with manufacturing (ERP) and office software
 • Ability to travel when necessary
 • Demonstrated ability to perform effective short and long range planning
